Add a pane zoom keyboard shortcut - #183

Cmd+Shift+Enter or Ctrl+Alt+Enter zooms or restores the active pane, matching the pane header button and the command menu action. The shortcut is reassignable from the keyboard shortcut editor, and key repeat is suppressed for every pane action except focus moves.

LGTM — verified locally: 718 tests pass, typecheck clean, no binding conflicts with existing shortcuts. Migration path for old presets is well covered (kept keys, unassigned-on-conflict, no preset drops). Repeat suppression and catalog/LATE_SHORTCUT_IDS integration all match existing conventions.
