Changes requested: dtolnay/rust-toolchain@1.120.0 selects a nonexistent Rust release. Exact-head Checks and RustSec both fail during install (HTTP 404), so validation and audit never run. Restore the repository pinned 1.91.1 ref in both workflows and rerun exact-head CI.

Blocking: 1.120.0 is not a released Rust toolchain. Exact-head CI gets HTTP 404 here, skipping format, lint, tests, and (via the same change in security.yml) cargo audit. Restore dtolnay/rust-toolchain@1.91.1 in both workflows, then rerun both checks.
