In fastrpc-tests packaging, there was the lintian-overrides tag library-not-linked-against-libc which does not exist anymore. More over, it is not useful anymore as well, removed. Signed-off-by: Alexis Cellier <alexis.cellier@canonical.com>

I checked the Debian branches to see if these fixes were needed:
- changelog: doesn't have a tab in debian/latest and qli/debian/latest branches
- lintian: this tag was actually present in trixie, so I'd rather keep it
