This is an automated cherry-pick of #313

/assign rm3l

Move POSTGRESQL_ADMIN_PASSWORD into default.env so it is included when
default environment variables are copied to .env. This ensures the
variable is resolved even when not explicitly overridden locally.
Remove the compose.yaml workaround that mapped it from POSTGRES_PASSWORD.
