Upgrade the gateway from Codex 0.162.1 to the latest stable release, rust-v0.163.0, pinned to peeled commit

Base is remotemainat991fb8c3df34b42e67763eaf600a0c1f49b13838; both latest-release API and release listing confirmed the non-draft, non-prerelease selection. No duplicate upgrade PR was open.Updates all Codex Cargo pins and lockfile entries, release assets/checksums, runtime metadata and current docs. Refreshes the vendored upstream source and integration tests while preserving the existing raw-transport patch; new upstream streaming and interruption behavior is included.
