CSS or SCSS

The initial website template was built with SCSS. This one is now working of the generated CSS.

How difficult will it be to move to using SCSS (django_compressor is listed in requirements.txt but not enabled anywhere in the config/settings/ folder
In any case need to formulate and document a strategy for modifying css

SCSS is compiled to CSS during development through gulp (when running npm run serve).

I do agree that we should make it more clear in README which CSS file is the 'main' one for editing (it's /reprohack_hub/static/sass/style.scss).
