7.9-stable packages ffmpeg 8.0.3 and the 8.0 release was "cut from master on 2025-08-09." The -tcp_keepalive option was added to the protocols documentation with a commit on 2025-08-22, so the option itself was presumably introduced after the 8.0 release.
