Users cannot start local tunnels yet: the production service is disabled pending browser-domain isolation, and the planned signed CLI 0.13.1 release is not yet published. Add a tunnel guide and five prepared API reference pages with prominent availability notices, access-mode explanations, and warnings that an admitted visitor can use every capability exposed by the local app.

The guide covers verified public HTTPS and connector WSS, fixed loopback targets, consent, revocation limits, local certificate validation, native HTTP intent, and the prepared local-only example. API request playgrounds are disabled on these pages. Add only their navigation and API/CLI index links plus the prepared tunnel OpenAPI definition; the existing generated CLI command reference remains unchanged and will be regenerated from the published release separately.

This branch starts from the current main and contains only these 12 files. It excludes the older tunnel branch's generated CLI refresh, unrelated API changes, Safari prototype, and internal verification history.

Validation: CLI-generation check (151 command pages), navigation check, documentation integrity check (365 pages), and pinned Mintlify 4.2.375 build and broken-link checks pass. git diff --check passes.

Keep this PR in draft for final review. Reconcile the CLI-release notice if signed CLI 0.13.1 is published before merge. The production-disabled notice remains until browser-domain isolation and activation are complete.
