The Prod arm-mac runner ASGs are stored behind their launch template's LatestVersionNumber (stuck at v14/v4/v17/v4 after failed deploys while latest advanced). Any deploy that tracks LatestVersionNumber jumps the ASG's launch template version and triggers a rolling replacement of the running mac2.metal instances onto scarce dedicated-host capacity - which wedged Production-ASG-mac-finch-15-armStack in UPDATE_ROLLBACK_FAILED.

Add an optional RunnerType.launchTemplateVersion that pins the ASG to an exact launch template version instead of tracking the latest. Set it for the four Prod arm-mac runners to their currently-running versions (mac2.metal) so a deploy leaves the ASG's LaunchTemplateSpecification unchanged and does not recycle instances. Beta/Release keep the prior track-latest behavior.

Dedicated hosts remain retained (auto-release-host=false) and desired stays 1.
