• The Compose file and the example SQL were run against the published ruxwez/postgres:18-v1. The query returns "Café Central", and the pgmq send/read works.
• The data directory is /var/lib/postgresql/18/docker, which confirms the volume path.
• actionlint passes.
• Docker Hub limits are met: the short description is 80/100 characters and the README is 6.3/25 KB.

Not tested here:

• The Testcontainers snippets weren't run.
• The sync workflow only runs after merge. If it fails with an authorization error, the DOCKER_PERSONAL_KEY token needs the Read, Write, Delete scope.
