P1 Badge Update the Redux thunk middleware import for v3

redux-thunk 3.x no longer provides the default middleware export, but both commentsStore.js and routerCommentsStore.js import it as thunkMiddleware from the default export and pass it to applyMiddleware. When either registered comments store is created, that value is undefined and Redux throws while initializing middleware, breaking the comments and router pages; import the named thunk export (or keep the 2.x dependency) instead.

P1 Badge Migrate the PostCSS setup before adopting Tailwind 4

This upgrades Tailwind from the v3 configuration model while leaving both v3 integrations intact: postcss.config.js loads tailwindcss itself as the PostCSS plugin and client/app/assets/styles/application.css imports tailwindcss/base, components, and utilities. Tailwind 4 requires the separate @tailwindcss/postcss plugin (which is not in this lockfile) and the new CSS import setup, so the CSS entry imported by stimulus-bundle.js makes yarn build:test fail during PostCSS processing rather than generating packs.
