feat(v3.6.10): PM income page removal, Stable Rate loan deprecations, margin listen-key V2 - #692

- Remove page from portfolio UM and CM income queries. Paginate with startTime and endTime (effective 2026-10-28). - Deprecate stable-rate crypto loan history methods retired 2026-10-16. Those routes return HTTP 404. Flexible Rate v2 is unchanged. - Add Margin user data stream v2 listen key create, keepalive and close (POST/PUT/DELETE /sapi/v2/margin/listen-key). - Document the shared 100 requests per month limit on USD-M and COIN-M GET income/asyn download ids. - Add a short spot user data stream snippet near the top of the README.
