Adds the missing T056 opt-in live harness. It drives REST, runSql, export, and SQL API scenarios; requires the full positive and negative billing matrix, including system/pre-aggregation exclusions; reconciles exact event-store rows and frozen legacy_runtime_rate facts; isolates SQL API reconciliation to a separate test Account; and exercises outage, restart/reclaim, DLQ, and replay against an isolated real Redis keyspace. Credentials stay in environment variables and the Redis lane refuses a non-empty keyspace.
