- Around line 429-432: Update the Backstop resource-loading block to also load
`UIFormatters` from the target discipline’s filesystem directory and the common
filesystem level, appending any resources found to `xml_documents` so the picker
includes formats from all three levels.
- Line 434: Update the formatter lookup around merge_ui_formatters_by_name to
filter each source for fieldname="catalogNumber" before deduplicating by name,
so a non-catalog formatter with the same name cannot displace the catalog-number
formatter.

@specifyweb/frontend/js_src/lib/components/PickLists/CatalogNumberFormatPickList.tsx:
- Around line 37-38: Update the `disciplineId` handling in the pick-list logic
to return no items when a Collection has no discipline, rather than showing
session formats. Preserve the session fallback for resource types such as
`CollectionObjectType`.
- Around line 83-84: Update the async loading paths in the component containing
`fetchItems` so each request’s result is applied only if its requested
discipline is still current. Apply this stale-result guard to both the immediate
listener and `useAsyncState` to prevent overlapping loads from replacing `items`
with formats for an earlier discipline.

Added functions to filter and append catalogNumber UIFormatters from XML documents, ensuring that non-catalog formats do not block catalogNumber formats with the same name. Updated the get_catalog_number_format_names_for_discipline function to utilize these new methods for improved clarity and efficiency. Added unit tests to verify the filtering behavior. Summary
When creating or editing a Collection, the Catalog Num Format Name pick list is no longer filled from the login session’s
UIFormatters. It is loaded for the collection’s target discipline (plus sibling collections in that discipline, common/global, and backstop).System Configuration → Add Collection under a discipline already sets
disciplineon the new resource; the combobox uses that id via:GET /context/catalog_number_format_names.json?discipline=<id>Notes
CollectionObjectType.catalogNumberFormatNameshares the same front-end pick list name (_CatalogNumberUIFormatters). For COT forms there is no discipline on the resource, so behavior falls back to sessionUIFormatters(unchanged in practice for that form). Documented here for reviewers; out of scope for this issue.Checklist
