fleet report: cumulative repo clones and the bot's dollar spend and cost per PR - #14

…dollar spend and cost per PR - Panel 2 is now the fleet's repo clones (GitHub's counts from a squid-telemetry traffic_metrics.db, new clones-db / clones-repos inputs; default repos = every repo the fleet's CI fetches), added up since the bot started. Replaces the cumulative merged-PR panel. - The runner-hours spend panel is replaced by the bot's dollar cost from factory.json (usd, all hosts): total since the start, and dollars per merged bot PR each day with the overall average. - The runner-hours-per-PR panel is renamed CI load to keep it apart from the dollar cost. - dashboard.yml points clones-db at squid-telemetry's database on main. Replaces two panels from #12 with the data that was actually wanted:
traffic_metrics.dbthrough the newclones-dbinput. On today's data: 48,529 clones through Oct 17 (gitgalaxy 43.5k). GitHub publishes clone traffic about 2 days late, so the title names the last reported day.factory.jsonusd(melek + nyx). $1,476 for 412 merged bot PRs.Oct 19 has nyx's dollars only, because melek hasn't published its Oct 19 factory numbers yet.
Tests: 129 passed, 7 skipped, including new tests for the clone and dollar panels and for reading the telemetry database. I rendered the result from the live
