The umbrella's member-ledger gate correctly rejects 0.25.1 because the canonical verification ledger still names 0.24.3. Add the ECC requirements and their actual evidence to that ledger, with a matching 0.25.2 heading in the release commit. Preserve published 0.25.1 receipts and the unreleased 0.25.0 incident.
This patch changes documentation and synchronized release metadata only. Skill/reference bytes remain identical to the reviewed 0.25.1 release. No guard is weakened.
Validation: npm test passed on the 0.25.2 candidate; both strict Claude plugin checks passed; git diff --check passed; skill-tree diff against released 0b76d1a is empty.
