fix(debian): Replaces cuems-engine << 0.1.0rc6-2~ for cffi-gen-src

What. Engine debs up to 0.1.0rc6-1 also ship /usr/lib/cuems/bin/cffi-gen-src, cffi's console script. Upgrading cuems-utils on a box running any of them failed with trying to overwrite unless forced. Every test2 install of the rc15 test debs needed --force-overwrite.

Change. debian/control adds Replaces: cuems-engine (<< 0.1.0rc6-2~), so dpkg hands the file over to cuems-utils in either install order. The bound covers every engine deb shipped so far, the rc5 line included. cuems-engine 0.1.0rc6-2 stops shipping the file (stagesoft/cuems-engine, branch fix/debian-cffi-gen-src).

The changelog gets an unreleased 0.1.0rc15 entry for the rc15 release to extend. An SPDX header is added to debian/control.

Checked on test2 node01, with throwaway debs built on casas (this fix plus tag v0.1.0rc15) and no --force-overwrite:

• today's rc15 utils deb over the old engine still fails (control);
• fixed utils, then fixed engine: both install, and the file is owned by cuems-utils;
• fixed engine, then fixed utils: both install; the engine upgrade removes the file and utils brings it back.

node01 was restored to its snapshot after each order.
