Estimated code review effort: 4 (Complex) | ~45 minutes Merge Risk: 🟡 Moderate · up to The bitrate feedback API is validated for a single publication, but mixed raw and pre-encoded tracks can receive the wrong startup bitrate policy. That behavior should be corrected before merge; the FFI tag marker should also advance to 90. Sequence Diagram(s)sequenceDiagram

An external pre-encoded encoder can reach its bitrate floor while exceeding the transport allocation. The previous trusted-rate-controller declaration bypassed WebRTC frame backpressure, and C++ callers could not read the sender allocation already exposed by the native source.
Expose the newest coalesced allocation through
EncodedVideoSource::takeBitrateRequest()and retain WebRTC frame backpressure. The existing reference-continuity guard still suppresses dependent frames after a drop and requests a keyframe. Source dimensions, target FPS, and publication identity remain unchanged. A zero allocation is valid; an absent value means no new command, and allocation is explicitly distinct from a fresh network estimate.Validation: Windows Release SDK bundle built; all 367 unit tests passed, including encoded-source and reference-continuity tests. A 1000-call idle polling test took about 1.5 ms total. Manual clang-format checks passed; clang-tidy found no new diagnostics in the changed code (two existing const suggestions remain in the unit test file). A real 180-second hardware/SFU run received changing allocations, including about 1.5 Mbit/s while the ICE estimate was about 3 Mbit/s, with one publication and no reconnect. End-to-end freshness qualification remains in syrnike13/syrnike13-app#139; this PR does not claim that qualification is complete.
