refactor: update OpenUI Cloud templates

Summary

• move OpenUI Cloud storage, headless APIs, and the component library to the @openuidev/react-ui public surface
• generate a static component spec for backend prompts without importing the React library in API routes
• remove deprecated @openuidev/thesys and artifact tooling from the Cloud templates
• pin compatible OpenUI package versions across base and framework overlays
• add pinned deploy scripts and documentation to Cloud and self-hosted templates

Verification

• generated and clean-installed the default, LangGraph, Vercel AI SDK, and Vercel Eve Cloud variants
• ran lint, typecheck, production build/start, route validation, message-format, stream-adapter, and tool-loop checks
• exercised the weather tool against Open-Meteo
• verified Eve session delivery, resume cursors, tool events, and the production Next-to-Eve proxy
• verified all eight Cloud/self-hosted framework compositions preserve the deploy script
• verified clean self-hosted npm install and deploy --help for both base templates

Limitation

A live managed OpenUI Cloud model/storage request was not run because THESYS_API_KEY was unavailable. Local validation, mocked protocol flows, and the public weather integration passed.
