Static build against LLVM 23: cc1as and the link list need updating #5933

Now that #5782 builds against a system LLVM 23, a heads up for when the static release build moves to LLVM 23. Building it in my fork needed two changes.

• builder/cc1as.cpp no longer compiles. LLVM 23 changed three MC APIs that it calls, as clang's own cc1as_main.cpp follows: MCContext takes references and no target options, initSections takes only the subtarget, and Target::createMCAsmParser changed too. 0magnet@34fc049b
• LLVM 23 moved code into new libraries that the static link does not list: LLVMABI, clangDependencyScanning, the clangScalableStaticAnalysis libraries and clangUnifiedSymbolResolution. 0magnet@0f8bcccf

Both are tested only in my fork's Linux release build. I can send them as a PR when you want to move.
