esp32c3: boot images with large flash segments - #6017

The ROM rejects an image with an IROM or DROM segment of 1 MiB or more. Keep IROM and DROM out of the segments the ROM loads. They follow the RAM part of the image at the flash offsets the startup code already maps 1:1. machine.Flash now starts after DROM.

This PR does for the ESP32-C3 what #6001 did for the ESP32-S3. The C3 ROM also rejects an image with an IROM or DROM segment of 1 MiB or more, with

builder/esp.gokeeps IROM and DROM out of the segments the ROM loads. They follow the RAM part of the image.targets/esp32c3.ldputs IROM, then DROM, after the RAM part of the image. They stay mapped 1:1, soesp32c3.Sandmachine.Flashdo not change.machine.Flashnow starts after DROM.binary-size.txtchanges for esp32c3 only from the alignment padding before the vector table.Testing
Tested on a XIAO ESP32-C3.
examples/flashworks, and the data survives a reflash.http.Get.http.Getin a loop, andmachine.Flasherase, write and verify on the first and last blocks of the flash data area, which is past 3 MB. It ran for 60 s without errors.
