decide whether to use object or static #22

right now we can use tipsy using both methods. in order to make shit as sexy as possible we need to get one of them.

• object allows you to create multiple tipsy objects and utilize multiple apps at the same time
• static is much easier to reference classes static methods and global config (we dont need $this->tipsy() on every object
