feat(cli): add NVIDIA catalog version selection

Summary

• add canonical --nvidia-version-id creation and exact driver/CUDA/OS catalog resolution
• preserve explicit legacy pairs while rejecting incomplete or ambiguous selectors
• keep --json failures machine-readable and omit unavailable legacy catalog fields instead of printing None
