Bumps the version to 1.2.0 and dates the changelog. Tag
v1.2.0once this merges.Ships the
Decimalbound (protowire#448), the required-with-default bind check, and the schema re-sync.FormatBigInt,FormatDecimal,ReadBigIntAsStringandReadDecimalAsStringnow returnStatusOr<std::string>, a source change in a minor because the project has no consumers yet. The tag publishes nothing; protowire-python then moves to it.
