Adds a new CLAUDE.md contributor/agent guidance file describing devctl’s purpose, key Makefile-driven workflows, and high-level architecture to help agents and developers navigate the repo consistently.
Changes:
- Documented standard build/test/format/check/tidy commands and how tests are run (including E2E behavior).
- Summarized key package responsibilities (
