Prepare DiffZip 0.1.12 as a maintenance release which meets the current Obsidian Community Review requirements without changing plug-in behaviour.

Summary

• Bump package.json, package-lock.json, and manifest.json to 0.1.12.
• Record 0.1.12 with the unchanged minimum Obsidian version in versions.json.
• Refresh transitive development dependencies to patched releases without changing direct or production dependencies.
• Add maintenance notes explaining that the release does not change DiffZip's behaviour.
