Governance says a release is a tag plus the version bump and that editorial changes get a dated entry in the release notes; there were no release notes to put them in. This is that file. v1 sits under Unreleased rather than under a date, because no tag has been cut yet and dating the entry would invent a release.

GOVERNANCE.md already defines the versioning policy and states that a release is a tag plus the version bump. This is the release-notes file that policy refers to, and it was missing.
v1 is under Unreleased rather than under a date: no tag has been cut, and dating the entry would invent a release. Contents are derived from the merged history, not from a template.
