README.md and GOVERNANCE.md still printed @torpc/toevm-rules for the ruleset library. Nothing is published under the @torpc scope, and the decoder ships as @w3tech.io/torpc-decoder, so the ruleset library takes the matching name @w3tech.io/torpc-toevm-rules.

The library stays unpublished: the text keeps saying so, and that no package under the name exists on any registry.

The decoder is published as @w3tech.io/torpc-decoder, and TRADEMARKS.md reserves
that scope for the reference packages. The ruleset library takes the matching
name, @w3tech.io/torpc-toevm-rules. It stays unpublished, so that is its
in-repository name and no package under it exists on any registry.
