docs: name the ruleset library under the @w3tech.io scope - #5

The decoder is published as @w3tech.io/torpc-decoder, and TRADEMARKS.md reserves that scope for the reference packages. The ruleset library takes the matching name, @w3tech.io/torpc-toevm-rules. It stays unpublished, so that is its in-repository name and no package under it exists on any registry.
