Fix Windows 7 autorun and shutdown flash

Summary

• generate Task Scheduler 2.1/schema 1.3 autorun definitions compatible with Windows 7
• safely migrate only the exact historical WireSockUI autorun task after explicit consent and preserve real helper diagnostics
• fail closed on partial migrations, foreign tasks, unsafe definitions, and timeout uncertainty
• prevent main-window or notification activation from recreating a blank window during shutdown
• add human-friendly WireSock UI 0.3.13 release notes
