Adjusts the LaTeX/Pandoc header for the wolfSSH manual to prevent long TOC section numbers from overlapping their corresponding titles.
Changes:
- Adds the
tocloftpackage to enable TOC formatting controls. - Increases TOC number column widths for section/subsection/subsubsection entries to 5.0em.

In the TOC, the longer section numbers were overlapping the section titles. Tweak the spacing.
