Pull requests currently fail lint for formatting that Ruff can fix automatically. Apply the available fixes before the existing PR lint check, and use autofix.ci to commit the same fixes back to the PR branch, including forks. Push builds retain the strict lint check.
Adapt portalocker's configuration while preserving this repository's Ruff dependency constraints, source paths and existing check names. Add the ruff-fix tox environment and contributor instructions.
Validation: the fix and lint environments pass. A disposable formatting probe fails before fixing and passes afterwards. An undefined-name probe still fails the lint gate after fixing. The changed workflows pass actionlint syntax checks, and workflow comparison confirms unrelated jobs are unchanged.
The complete tox suite also passes with Python 3.13 used to launch tox. The default local free-threaded Python could not install psycopg-binary for the type-check environment.
