Adds an idiomatic LLAR Formula for the pinned Conan Center TinySpline receipt.
The implementation includes:
0.2.0,v0.3.0, andv0.4.0.shared,fPIC,cxx, andfloating_point_precisionpackage options.tinysplineandtinysplinecxxpkg-config metadata with independent C and C++ consumer tests.This makes TinySpline usable through LLAR across the verified upstream ranges and option matrix.
