本卡只做 #170 的收尾：把
capswriter_client.py里 PR #173 之后已过期的注释改对，并把 #184 分支上的 #181 诊断文档原样带进 main。
变更
src/video_transcript_api/transcriber/capswriter_client.py（仅第 119-120 行注释，2 行改 4 行）：PR fix: 时长探测在 generic/recorder 路径失效——复用准入探测结果供转录预算使用 #173（generic/recorder:// 下载路径不写 last_media_duration，时长预算机制对该来源恒失效（静默） #170）之后 generic 与 recorder 路径都能拿到 ffprobe 时长，
旧注释「未探测路径上的媒体时长分布未知」已不成立，改为说明「拿不到时长」现在只出现在
真的没探测到的退化输入上。无可执行代码改动。
docs/sessions/261006-issue-triage/181-diagnosis.md（新增 173 行）：从card/vta-181-idle-timeout-261006原样取出，blob 与该分支完全一致（
25494c0a13796870b7f851f6ab37189ad167e4b7），未改一字。取代 #184 中「注释修正」与「诊断文档」两部分。 #184 的代码改动
