scripts/ops/local_upload_check.py的 Git 查询退出码映射：0→safe-lineage、1→incompatible、其余→已有 unknown；没有新增状态/catch/fallback/retry。UPLOAD_ENABLE_BLOCKED，不启用/部署/恢复数据。F-R1 红绿证据
de3ff7b6671418ae7746649ef2167d5778c790ef的独立新 scratch：真实单提交 Git fixture 的rev-parse HEAD产生 source SHA；minimum SHA 对象不存在，实际merge-base --is-ancestor返回 128，H0 helper 误报 incompatible；测试以业务断言expected unknown / actual incompatible红，不是导入错误。uv run --frozen pytest -q tests/unit/test_upload_ops.py tests/integration/test_upload_restore.py（12 passed）。真实rc=128helper 返回 unknown；现有真实 A safe-lineage 与 pre-A incompatible 对照保留。PYTEST_ADDOPTS=-rs make testexit 0；3821 passed、3 skipped、0 failed。唯一 skip 为tests/unit/test_capswriter_samples_total_contract.py:61的真实 preflight fixture unavailable。cd，短暂在实现工作树运行；只操作/tmp临时Git仓，未读写live config/data或 tracked源文件，随后已在全新 H1 scratch 重复并取得相同结果。实现树已有忽略态.venv/data/.pytest_cache时间戳早于此次续派，来源未证，已采样但保留。其他本地证据

VTA_UPLOADS_ENABLED保持 off。M4/M5、完整生产证明不变。PR保持draft；CI/独立审查/ready/合并由lead托管。
