将 wecom-notifier 版本下限从 >=0.3.1 升到 >=0.3.2（上游 PR #7 / PyPI 0.3.2 修复企微 markdown 分段超限与飞书 interactive 整条被拒），同步 uv.lock，并新增离线单测：短行后紧跟约 4.5KB 超长单行、总长 ≥10KB 的输入，经 MessageSegmenter.segment(..., markdown_v2) 分段后每段 UTF-8 字节不超过企微 markdown_v2 3800 预算（含页码标记）。
真实 webhook 推送验证不在本 PR 范围，由 owner 在合并后执行。
