deploy pre-flight/verify 前置 Tailscale 入网（run 38834509231 host key 校验失败修复）

背景

PR #246 合并后（merge commit 6080131），main 上手动 dispatch 的部署 run 38834509231 在 pre-flight job SSH 连 100.68.21.80 时报 Host key verification failed.（exit 255）：VM201 fleet runner 不在 tailnet，100.64/10 CGNAT 段走公网路由撞上 ISP NAT 内其他设备。ship job 因 runner: self 实际跳过 ci-templates 里的 Tailscale 步骤（宿主 NAT 直连的旧结论对本 fleet 已失效），但 pre-flight / verify-busy-lock-inode 两个 job 在 deploy.yml 内直连 SSH，无任何入网步骤。

改动（.github/workflows/deploy.yml，纯新增 14 行）

• pre-flight job：「Set up SSH」之前插入「Connect to Tailscale」步骤（与 ci-templates@v2 同款：tailscale/github-action@4e4c49a…fb4d # v2 + authkey: ${{ secrets.TS_AUTHKEY }}，ephemeral 节点 job 结束自动下线）。
• verify-busy-lock-inode job：同款步骤插入其「Set up SSH」之前，覆盖 identity 对账 / inode 对账 / 回滚三个 SSH step。
• 不改任何对账/校验逻辑本体；ship/reusable workflow 不动（其修复属 ci-templates 仓，另行 issue）。

验证

• 改动前 Narrow-Verify 红：AssertionError: pre-flight missing tailscale step；改动后 ok（红→绿成立）。
• grep -c "tailscale/github-action" .github/workflows/deploy.yml == 2。
• yaml parse + 步骤序断言通过（pre-flight / verify 首步均为 Tailscale，次步 Set up SSH，后续原样）。
• make test：1 条继承红 test_asr_monitor_alert_delivery.py::TestNetworkGuard::test_unix_domain_socket_is_not_blocked（OSError: AF_UNIX path too long，worktree 深路径环境性失败，与本改动零耦合；主干基线不可用，标未能判定）。其余全绿。

后续（不在本 PR）

• 合并后需手动 dispatch 一次 deploy 验证生产链路（paths-ignore 含 .github/**，workflow 修复不自动触发部署）。
• ship 的 runner: self 跳过入网问题在 ci-templates 仓挂 issue 对齐（本卡跨仓边界不动）。
