Registration caps from the entitlements provider; engine carries no plan tiers - #575
The engine enforces registration caps for devices (nodes), agents and human members, and takes every limit from the deployment's entitlements provider. It carries no plan names, numbers or rank: the hosted product (relaycast-cloud) owns the catalog, the rank, the KV recovery override and the stored per-workspace overrides, and maps a workspace row to the engine's limits object.
Entitlements port (@relaycast/engine/ports)
Limits — metric-keyed, null = unlimited: messages, agents, file_bytes, api_calls, rate_per_min, devices, humans, message_retention_days. UNLIMITED_LIMITS and resolveLimits(partial) are exported.
EntitlementsProvider: getLimits(workspace) → Limits, getUsage(workspaceId, metric) (for devices/agents/humans the live registered count; countRegistrations is exported for providers), optional getUsageResetAt, optional getLimitContext(workspace) → Record<string, unknown> spread verbatim onto a refusal.
getLimits receives the authenticated workspace row (not just its id) so a hosted provider can map the row it already has — the KV-cached auth result — without a database read on every request.
StaticEntitlementsProvider(kv, limits, db): unlimited unless EngineConfig.limits sets static limits for the operator's own instance; it refuses registration caps without a database handle to count against. It never reads workspace.plan.
workspaces.limit_overrides (migration 0076_workspace_limit_overrides.sql): host-owned JSON the engine never interprets.
WorkspaceDeliveryPolicyConfig.resolve receives plan: string | null (the row's host-assigned key, no default name).
Enforcement
The registration guard runs only on the create path of POST /v1/nodes (devices: every host-enrolled node whatever its role or transport; only the implicit per-agent node_direct_* node is excluded — matched with GLOB, so a LIKE-wildcard near miss still counts — and that id prefix is reserved for host enrollment: reserved_node_id), POST /v1/agents (type: human → humans, else agents), POST /v1/a2a/register (new proxy identity only) and the agent.register node frame. An established name/node id is answered by its usual conflict, never by the cap, so register-or-rotate clients at their cap still reach rotation. A provider failure fails open with a warning, matching the api_calls quota middleware.
Refusal body (HTTP and the node-control error frame carry the same fields):
plan and upgrade_url are the hosted provider's getLimitContext; the engine adds nothing it does not know, and the fixed fields win over a context key of the same name. No Retry-After: the cap clears only when a registration is removed or the provider raises the limit. The metered plan_limit_exceeded/rate_limit_exceeded paths treat a null limit as unlimited and no longer name a tier.
Semver: major (expected release 12.0.0)
PLAN_LIMITS and every exported tier constant are removed and PlanLimits is replaced by Limits (number | null), which breaks hosts that imported the built-in tiers. Changelogs are marked [Unreleased - Major]; README documents config.limits and the provider contract (no plan table); openapi.yaml describes plan/upgrade_url as provider-supplied, optional, and the workspace plan field as a host-assigned opaque key.
Verification
npm run typecheck # packages/engine — clean
npm run lint # packages/engine — clean
npx vitest run # packages/engine — Test Files 134 passed (134), Tests 1532 passed (1532)
8 things fail when I disable the guard in createRegistrationCapacityGuard (planCapacity.test.ts: 8 failed | 3 passed); the three that still pass — default-unlimited, conflict-not-cap and the reserved id namespace — do not depend on it.
compactMigrations.test.ts / taskMigration.test.ts enumerate the migration chain and its additive DDL; both list 0076_workspace_limit_overrides.sql.
No plan name remains in packages/engine/src outside historical migrations: grep -rniE "PLAN_LIMITS|PlanLimits|PLAN_RANK|'(free|connect|intro|pro|enterprise|selfhost)'" matches only the pre-existing workspaces.plan column default (schema.ts, default('free'), a table rebuild to change) and an unrelated console cost-tier label in a test.
npm pack of this branch installed into relaycast-cloud drives its D1 integration test green end to end: AgentWorkforce/relaycast-cloud#278.
Known, not fixed here (review threads left open): the capacity check and the registration insert are not one atomic step, so N requests racing for the last slot can overshoot by at most N-1; the next registration is refused.
SDK parity: no TS/Python/Swift/Rust SDK exposes PlanLimits/Limits; the 429 keeps the standard envelope and adds top-level fields, which the SDKs already preserve as error details.
`PlanLimits` gains `devices` and `humans` (null = unlimited), `UsageMetric`
gains the matching registration metrics, and `PLAN_LIMITS` gains the hosted
billing tiers: intro 5/15/2, pro 15/60/10, enterprise unlimited. Legacy
`free`/`connect` carry no registration caps.
Every path that creates a node or agent runs a registration-capacity guard
before inserting: `POST /v1/nodes`, `POST /v1/agents`, `POST /v1/a2a/register`
and the `agent.register` node frame. A refusal is HTTP 429
`plan_limit_exceeded` with top-level `error_code`, `limit`, `max`, `current`
and `plan`; the node-control error frame carries the same fields. Re-enrolling
or rotating an existing node/agent is answered by its usual conflict, never by
the cap, and an agent's implicit direct node is not a device.
`workspaces.plan_limits` (migration 0076) stores per-workspace overrides a
control plane pushes; `StaticEntitlementsProvider` applies them over the plan
table and counts registrations live from the database. Providers may report
the effective plan via the optional `getPlan`.

The engine replaces fixed plan-tier limits with nullable, host-provided metric limits. It adds device, agent, and human registration-cap checks for new registrations and structured HTTP and node-control refusals. Documentation and API contracts describe the revised limits and responses.
Changes: Registration capacity and host-defined limits
Limits replaces PlanLimits and fixed plan tables. The static provider accepts configured limits and counts registration usage. Workspace storage adds host-owned limit_overrides; delivery-policy resolution accepts an opaque nullable plan key.
The guard checks registration limits for new devices, agents, and humans. HTTP, A2A, and node-control registration paths pass the guard and format cap refusals. Existing registrations bypass the capacity check; implicit direct nodes are excluded from device counts.

🟥 Concurrent registrations exceed plan caps
Two registrations can both pass createRegistrationCapacityGuard while one slot remains. Their independent inserts then both commit, exceeding the workspace cap.

Valid as a bounded race, left open for a product decision rather than fixed here: the guard reads the count and the registration insert follows, so N requests racing for the last slot can overshoot by at most N-1, and the next registration is refused — there is no sustained bypass. On the hosted gateway concurrency is already bounded per workspace by write admission (2–4 lifecycle/normal slots), and the caps are commercial limits, not a security boundary. Making admission atomic means a slot reservation inside each of the three registration write paths (registerAgent's atomic batch, registerAgentViaNode's D1 batch, createNodeToken) on a store without interactive transactions; that is a separate change and I have not made it in this PR.

Make capacity admission atomic with registration
When multiple registrations arrive with one slot remaining, they can all read the same usage count here and pass before any identity is inserted. The HTTP agent and node registration paths perform their writes after this guard returns, and node-control serialization is per node rather than per workspace, so neither prevents different registrations from exceeding the workspace cap. Make the capacity check and slot consumption atomic, or otherwise serialize admission across the workspace's registration paths.

Summary
The PR moves registration limits to the deployment’s entitlements provider. The latest change fixes the public consumer example to accept a nullable plan.
New registrations stop when a workspace reaches a provider-set cap.
The engine gets workspace limits from the deployment.
Align the README plan table and 429 descriptions with the implemented limits.
PLAN_LIMITS gives free and connect unlimited registrations, pro 15 devices, 60 agents, and 10 humans, and adds the intro tier. Add the registration columns and update the rows.
The intended antecedent of “Both” is the two quota cases, not the registration-cap case. State that scope explicitly. Also update “Two different conditions” because the README now lists three cases.

A device is any node enrolled through `POST /v1/nodes`, whatever its role or
transport; only the implicit direct node minted for an agent (`node_direct_*`,
via `registerAgent` or `POST /v1/agent/node-token`) is excluded. An explicit
`role: 'direct'` enrollment therefore counts when it is created, and a later
re-enroll as `broker` changes its shape, not the count — so the
direct-then-broker sequence cannot bypass the cap.
README lists the per-plan caps and quotas (legacy free/connect uncapped);
openapi references `PlanLimitExceeded` from `POST /agents`, `POST /nodes` and
`POST /a2a/register`; the changelog names the legacy-tier agent change.

`node_direct_<agent id>` is the engine-minted implicit direct node the device
count excludes. `createNodeToken` refuses a host enrollment whose `node_id`
begins with that prefix (`reserved_node_id`, 400), so the exclusion keys on an
identity only the engine can create rather than on a caller-chosen pattern.
README states the plan table shows defaults and a workspace's stored
`plan_limits` overrides set its effective caps.

The engine carries no plan names, numbers or rank. `PLAN_LIMITS` and
`PlanLimits` are gone; the entitlements port returns a metric-keyed `Limits`
object (`messages`, `agents`, `file_bytes`, `api_calls`, `rate_per_min`,
`devices`, `humans`, `message_retention_days`; `null` = unlimited) plus
`getUsage`, optional `getUsageResetAt`, and optional `getLimitContext`, whose
object the registration guard spreads verbatim onto the top level of a
`plan_limit_exceeded` refusal (HTTP body and node-control error frame) so a
host's `plan` and `upgrade_url` land where clients key on them.
`StaticEntitlementsProvider` is unlimited unless `EngineConfig.limits` sets
static limits for the operator's own instance; it never reads
`workspace.plan`. The metered quota and rate-limit middleware treat a `null`
limit as unlimited and no longer name a tier. `workspaces.limit_overrides`
(migration 0076) is a host-owned JSON column the engine never interprets.
`WorkspaceDeliveryPolicyConfig.resolve` receives the row's host-assigned
`plan` key as `string | null` with no default name.
Removing the exported tier constants is a breaking change: the changelogs
are marked `[Unreleased - Major]`.

…ured caps
`countRegistrations` excludes the implicit per-agent node with
`GLOB 'node_direct_*'`: in LIKE `_` is a wildcard, so a host-enrolled
`nodeXdirectXcustom` would have slipped out of the device count while passing
the literal reserved-prefix check. `StaticEntitlementsProvider` refuses
registration caps it has no database handle to count against, so a cap can
never look configured while admitting everything. README and openapi state
when the rate-limit headers are present, give a complete `createNodeRuntime`
example, and describe the node-frame refusal as an `error` frame rather than
an HTTP 429.

If concurrent requests read usage below the cap, each request can pass this guard before any request inserts its registration. The workspace can then exceed a configured hard cap. Coordinate the count and insert across all registration paths with a database-backed reservation or a transaction with sufficient isolation. Based on learnings, “Flag ‘check limit, then update if within limit’ logic on a shared aggregate in concurrent services” unless an atomic alternative protects the complete operation.

What this is
The engine enforces registration caps for devices (nodes), agents and human members, and takes every limit from the deployment's entitlements provider. It carries no plan names, numbers or rank: the hosted product (relaycast-cloud) owns the catalog, the rank, the KV recovery override and the stored per-workspace overrides, and maps a workspace row to the engine's limits object.
Entitlements port (
@relaycast/engine/ports)Limits— metric-keyed,null= unlimited:messages,agents,file_bytes,api_calls,rate_per_min,devices,humans,message_retention_days.UNLIMITED_LIMITSandresolveLimits(partial)are exported.EntitlementsProvider:getLimits(workspace) → Limits, getUsage(workspaceId, metric)(fordevices/agents/humansthe live registered count;countRegistrationsis exported for providers), optionalgetUsageResetAt, optionalgetLimitContext(workspace) → Record<string, unknown>spread verbatim onto a refusal.getLimitsreceives the authenticated workspace row (not just its id) so a hosted provider can map the row it already has — the KV-cached auth result — without a database read on every request.StaticEntitlementsProvider(kv, limits, db): unlimited unlessEngineConfig.limitssets static limits for the operator's own instance; it refuses registration caps without a database handle to count against. It never readsworkspace.plan.workspaces.limit_overrides(migration0076_workspace_limit_overrides.sql): host-owned JSON the engine never interprets.WorkspaceDeliveryPolicyConfig.resolvereceivesplan: string | null(the row's host-assigned key, no default name).Enforcement
The registration guard runs only on the create path of
POST /v1/nodes(devices: every host-enrolled node whatever its role or transport; only the implicit per-agentnode_direct_*node is excluded — matched withGLOB, so a LIKE-wildcard near miss still counts — and that id prefix is reserved for host enrollment:reserved_node_id),POST /v1/agents(type: human→ humans, else agents),POST /v1/a2a/register(new proxy identity only) and theagent.registernode frame. An established name/node id is answered by its usual conflict, never by the cap, so register-or-rotate clients at their cap still reach rotation. A provider failure fails open with a warning, matching the api_calls quota middleware.Refusal body (HTTP and the node-control
errorframe carry the same fields):{ "ok": false, "error": { "code": "plan_limit_exceeded", "message": "…" }, "error_code": "plan_limit_exceeded", "limit": "devices", "max": 5, "current": 5, "plan": "intro", "upgrade_url": "https://agentrelay.com/cloud/dashboard/settings#billing" }planandupgrade_urlare the hosted provider'sgetLimitContext; the engine adds nothing it does not know, and the fixed fields win over a context key of the same name. NoRetry-After: the cap clears only when a registration is removed or the provider raises the limit. The meteredplan_limit_exceeded/rate_limit_exceededpaths treat anulllimit as unlimited and no longer name a tier.Semver: major (expected release 12.0.0)
PLAN_LIMITSand every exported tier constant are removed andPlanLimitsis replaced byLimits(number | null), which breaks hosts that imported the built-in tiers. Changelogs are marked[Unreleased - Major]; README documentsconfig.limitsand the provider contract (no plan table);openapi.yamldescribesplan/upgrade_urlas provider-supplied, optional, and the workspaceplanfield as a host-assigned opaque key.Verification
createRegistrationCapacityGuard(planCapacity.test.ts: 8 failed | 3 passed); the three that still pass — default-unlimited, conflict-not-cap and the reserved id namespace — do not depend on it.compactMigrations.test.ts/taskMigration.test.tsenumerate the migration chain and its additive DDL; both list0076_workspace_limit_overrides.sql.packages/engine/srcoutside historical migrations:grep -rniE "PLAN_LIMITS|PlanLimits|PLAN_RANK|'(free|connect|intro|pro|enterprise|selfhost)'"matches only the pre-existingworkspaces.plancolumn default (schema.ts,default('free'), a table rebuild to change) and an unrelated console cost-tier label in a test.npm packof this branch installed into relaycast-cloud drives its D1 integration test green end to end: AgentWorkforce/relaycast-cloud#278.SDK parity: no TS/Python/Swift/Rust SDK exposes
PlanLimits/Limits; the 429 keeps the standard envelope and adds top-level fields, which the SDKs already preserve as error details.🤖 Generated with Claude Code
