feat(engine): trial tier with a one-time 100-message allowance and upgrade URLs on plan limits - #579
Engine half of the hosted free-tier split. It adds a trial tier with a one-time 100-message allowance, and plan_limit_exceeded now carries an upgrade or sign-in URL. Self-host (selfhost) and every other tier behave exactly as before.
Companion PRs: relaycast-cloud https://github.com/AgentWorkforce/relaycast-cloud/pull/280 (hosted classification and URLs), agentrelay.com AgentWorkforce/agentrelay.com#244 (/pricing). Both repos are needed: the engine owns the limit logic and the counter, and the gateway owns who counts as anonymous and which URL they get. The engine alone cannot tell a Cloud-bound workspace from an anonymous one.
Design: hosted free tier split into an anonymous trial and signed-in free
Decision (Khaliq): local and self-hosted stay unlimited (selfhost, unchanged). Hosted workspaces created without signing in get a one-time 100-message trial, then a limit error that says to sign in (free). Signed-in free workspaces keep their existing free limits; the monthly message figure ("up to 10,000") stays unenforced. Paid plans are unchanged. Every limit error carries a working URL.
1. Telling anonymous from signed-in (existing fields only, no schema change)
Cloud and the CLI both create Relaycast workspaces through the same unauthenticated POST /v1/workspaces, so creation itself carries no trusted signal. What already exists:
Account binding metadata. Cloud stamps { cloud_workspace_id, cloud_org_id } into the metadata of every relay workspace it binds to an account, at provisioning (registry.create({ metadata })) and on every bind/resolve (ensureRelaycastWorkspaceMetadata).
api_key_generation > 0. Set only by the trusted POST /internal/workspaces/:id/api-key push with a generation.
A stored non-free plan or a workspace-plan:<id> KV override.
The gateway treats a workspace as an anonymous trial only when all hold: the trial switch is on and the bundled engine has the trial tier; there is no KV override; workspaces.plan = 'free'; the workspace was created at or after the switch instant; there is no Cloud binding metadata; and api_key_generation = 0. Otherwise it resolves exactly as today.
The gateway derives trial when it resolves quotas and never writes it: workspaces.plan stays free, Cloud's plan sync is unaffected, and admission lanes and delivery caps keep treating the workspace as free. When a user signs in, Cloud's existing bind writes the metadata and the workspace becomes free (after the auth cache's 5-minute TTL at most). No cloud repo change is needed.
Known limitation (accepted for now): metadata can be written with the workspace key, so an anonymous user could set cloud_workspace_id themselves to skip the trial. That only gets them the free tier, which is free anyway. Follow-up: Cloud pushes a trusted account-bound flag over POST /internal/workspaces/:id/api-key, and the gateway then stops trusting metadata.
2. Counting a lifetime (non-monthly) allowance
Engine: new trial plan: { messages: 100, lifetime_messages: 100, agents: 5, file_bytes: 100 MB, api_calls: 100k/mo, rate_per_min: 300 }. The new optional PlanLimits.lifetime_messages is set only on trial.
New checkMessageAllowance middleware, after rateLimit, on the four routes that create a message: POST /v1/channels/:name/messages, POST /v1/dm, POST /v1/dm/:conversation_id/messages, POST /v1/messages/:id/replies.
Counter key: usage:<workspace>:messages:lifetime. It has no TTL and is in the existing usage: namespace, which the hosted KV adapter already routes to the durable RateLimitDO counter. Only fresh 2xx sends are counted: idempotent replays (Idempotency-Replayed) never count, and after the allowance is spent a replay still returns its stored receipt (only a fresh send is refused, inside the idempotent operation). The increment runs through runInBackground (waitUntil on Workers) so it survives the response. Check-then-count can overshoot by the number of sends in flight at the boundary, which is acceptable for a soft trial.
Plans without lifetime_messages skip the middleware with no counter read or write: free, connect, pro, enterprise, and selfhost.
The trial switch is the SST secret AnonymousTrialStartsAt, bound as RELAYCAST_ANONYMOUS_TRIAL_STARTS_AT (an ISO-8601 instant). It defaults to "" (off), so merging and deploying changes nothing. Once it is set, only workspaces created at or after that instant can be trials. Every workspace that already exists stays on free, so nobody is cut off silently. To lift one workspace off the trial by hand, set workspace-plan:<id> = free.
4. The error body
HTTP 429 with the same code clients already handle (plan_limit_exceeded; Cloud's relay-workspace.ts keys on it). It has no Retry-After, because the allowance never resets:
{
"ok": false,
"error": {
"code": "plan_limit_exceeded",
"message": "Message allowance used up: this workspace has sent 100 of its 100 messages (current plan: trial). The allowance does not reset. Sign in for free (run `agent-relay login`) to keep sending past the trial. Plans: https://agentrelay.com/pricing",
"metric": "messages",
"plan": "trial",
"limit": 100,
"usage": 100,
"upgrade_url": "https://agentrelay.com/pricing",
"upgrade_action": "sign_in"
}
}
Monthly quota errors (api_calls) on hosted free/connect/pro now carry upgrade_url: https://agentrelay.com/cloud/dashboard/settings#billing and upgrade_action: "upgrade" (the URL workspace_busy already uses). Enterprise and self-host return null for both. The URLs come from a new optional engine hook, EntitlementsProvider.getUpgradeGuidance, so the engine hardcodes no hosted URLs.
The trial URL is /pricing, which the website PR adds; that page ships before the trial switch is turned on. The billing URL is live today and redirects through /login.
checkMessageAllowance middleware on the four message-send routes; lifetime counter helpers (lifetimeUsageCounterKey, getLifetimeUsageMetric).
plan_limit_exceeded body gains metric, plan, limit, usage, upgrade_url, upgrade_action. These are additive, the envelope is unchanged, and the message text is unchanged when there is no guidance.
@relaycast/types workspace plan enum accepts trial; README, openapi.yaml, and the root, engine, and types changelogs are updated ([Unreleased - Minor]).
Tests
New src/__tests__/conformance/messageAllowance.test.ts (real Node engine stack) covers:
channel post, DM and thread reply count toward the allowance; the next send gets 429 with upgrade_url/upgrade_action/plan/limit/usage and no Retry-After
a refused send and a failed send are not counted
reads still work after the allowance is spent
idempotent retries are not counted; after the allowance is spent a replay returns its stored receipt and a fresh keyed send gets the full 429 (DM, channel post, thread reply), with no idempotency lock left behind
the increment is registered with waitUntil
free and self-host are never counted
a monthly api_calls quota error carries the host URL
static-entitlements.test.ts: trial is 100 lifetime, no wider than free on any metric, and no other tier has a lifetime allowance.
Node 22: engine vitest run gives 134 files, 1526 passed. Engine typecheck and turbo lint (engine, types) are clean, the SDK suite passes (492), and the types suite passes.
Cross-checked end to end: this engine built and swapped into relaycast-cloud's node_modules gives a clean typecheck, 838 unit tests and 396 workerd integration tests, including the new trial e2e.
Rollout
Releasing the engine changes nothing hosted on its own. The order:
Release this engine (minor).
relaycast-cloud bumps @relaycast/engine and the bundled-engine marker comment.
agentrelay.com /pricing is live; the trial's error links there.
Set AnonymousTrialStartsAt to a future UTC instant, on the dev stage first, then production. Never use a past instant.
Decisions (Khaliq, 2026-10-26)
Monthly message limits stay unenforced (free 10k, pro 1M), as built: nothing counts monthly messages. API-call and rate limits are unchanged. /pricing says "up to" and makes the 100-message anonymous trial the hard gate.
Existing anonymous workspaces are grandfathered, via AnonymousTrialStartsAt as built.
Paid pricing: "Contact us", with no prices.
The soft trial classification is accepted for now. Known limitation and follow-up are recorded below.
The trial's upgrade_url is https://agentrelay.com/pricing.upgrade_action stays sign_in, and the message says to run agent-relay login. /pricing explains that signing in (free) continues past the trial.
The switch time is a future UTC instant, set on dev first, then production (see Rollout).
Remaining follow-ups (not blocking)
Known limitation: the anonymous/signed-in signal is soft. Binding metadata can be written with the workspace key, so an anonymous user could set cloud_workspace_id to skip the trial. This only buys the free tier. Follow-up: Cloud pushes a trusted account-bound flag through POST /internal/workspaces/:id/api-key, and the gateway then stops trusting metadata. That is a cloud repo change plus a gateway change.
No claim flow: signing in gets the user a new Cloud-bound workspace rather than converting the anonymous one.
The TypeScript SDK auto-retries 429 a bounded number of times; consider marking plan_limit_exceeded non-retryable in the SDKs.
A2A RPC, inbound webhook and relayfile inbound messages are not counted toward the trial.
GET /v1/workspace reports plan: "free" for a trial workspace, because trial is derived, never stored.
Add a `trial` plan whose `lifetime_messages` allowance (100, never resets)
is enforced on channel posts, DMs, group DMs and thread replies by a new
`checkMessageAllowance` middleware. Only successful sends are counted, under
`usage:<workspace>:messages:lifetime`. Plans without an allowance (free,
connect, pro, enterprise, selfhost) skip it and are never counted.
`plan_limit_exceeded` now carries `metric`, `plan`, `limit`, `usage`, and
`upgrade_url` / `upgrade_action` from a new optional
`EntitlementsProvider.getUpgradeGuidance` hook. Self-host returns null for both.

PlanLimits supports a lifetime message cap, and EntitlementsProvider supports optional upgrade guidance. The static provider defines trial with a 100-message lifetime cap. The workspace schema accepts trial.
The engine tracks lifetime usage and checks allowances on channel posts, DMs, group DMs, and thread replies. Successful fresh sends increment usage; idempotent replays do not. Exhausted allowances return structured 429 errors. Period-quota errors retain their reset-time retry contract.

### Issue 1
packages/engine/src/middleware/planLimits.ts:181-182
`rateLimit` sets `X-RateLimit-Reset` to the next minute before this check runs. Neither allowance refusal path removes it, so spent trials still advertise a reset that cannot restore their allowance.
The repository requires docs to match behavior, but both updated documents promise no reset header on lifetime denials. Clear `X-RateLimit-Reset` for both keyed and unkeyed denials, and test both paths. This requirement needs to be satisfied before merging.

Summary
Adds a trial tier with a one-time 100-message allowance and optional sign-in or upgrade guidance on quota errors.
Trial workspaces stop sending fresh messages after 100 lifetime sends.
Plan-limit errors show the quota and where to go next.
The earlier retry-counting and background-write findings are addressed. The earlier documentation contradiction is removed; the remaining inherited header is a separate behavior mismatch.
khaliqgant accepts the soft account-binding check, boundary overshoot, unenforced monthly message figures, uncounted inbound routes, and stored free plan reporting. The lack of a claim flow and SDK retry changes are recorded as follow-ups.

Address review feedback on the lifetime message allowance:
- Count only fresh successful sends: responses with Idempotency-Replayed are
not counted, so retries never spend the allowance.
- Once the allowance is spent, a keyed request reaches the route, so a replay
of an earlier send still returns its stored receipt; the route refuses only a
fresh send (assertMessageAllowance inside the idempotent operation, rendered
by errorResponse with the full plan_limit_exceeded body).
- Register the counter increment with runInBackground (waitUntil on Workers)
so it survives the end of the request.
- README/OpenAPI: Retry-After applies to the rate limit and period quotas, not
a spent one-time allowance; add metric/plan/limit/usage to the Error schema.

Cover the group-DM send route with a finite allowance.
The allowance test does not send a group-DM message. The other inspected group-DM test only checks successful metadata delivery. Add a successful group-DM send and a keyed over-limit group-DM send. The keyed case detects removal of either checkMessageAllowance or assertMessageAllowance.

CodeRabbit nitpick (cover the group-DM send route): added in d53d75e. counts and caps group-DM messages too checks that a /v1/dm/:conversation_id/messages send is counted, and that a fresh keyed send after the allowance is spent gets plan_limit_exceeded. All four send routes now have finite-allowance coverage.
