Dashboard workspace refreshes waited for hidden panels and could replace a new draft or selected record after pinning, approval, or saving. Load the visible panel independently, skip unused bootstrap stats, cancel obsolete reads, prevent duplicate mutations, and preserve newer editor/detail state after refresh.
Retain the newer local graph improvements: repaint WebGL geometry only when needed, defer hidden worker refinement, honor label density/font changes, pick nodes correctly at fit zoom, avoid repeatedly sorting bridge populations, serialize graph JSON directly, and report bounded evidence truthfully. Document-import reports are paged and failed polling reconnects to the same job. Existing camera ownership and hidden-viewport regressions remain covered.
Regenerated immutable offline evidence and both SVG/PNG exports, with README links pinned to the evidence source commit. This PR targets #260; merge #260 first, then retarget this PR to main.
Validation: full local Python suite passed (8,091 passed, 136 skipped); 101 Chromium scenarios passed, with the final partial-audit notice covered by the focused Spec Studio suite (9 passed). All nine offline evaluation gates, Ruff, Pyright, MCP contract, commercial manifest, strict-CSP asset drift, JavaScript syntax, and diff checks pass. All 30 remote CI/CodeQL checks pass at head 08ec13c. No unresolved review threads remain.
