Apply pinned Rust formatter to reviewed repair milestones

Correct the full Rust format gate after recent boxed constructors and terminal-call changes. Run the repository-pinned Rust 1.92.0 formatter only on the eleven files named by the full pre-check. The actual cargo fmt --all -- --check now exits zero locally.

Changes are wrapping, indentation and optional call-site trailing commas. A Rust lexer comparison retains all non-whitespace tokens after excluding optional trailing commas; string/comment tokens are unchanged. The exact file list and formatter versions are recorded in the report. Root accepted frozen 62f3f04d after reviewing the list, receipts and representative full diffs.

This is a separate formatter-only milestone, stacked on #40 with registry ancestry preserved. Earlier red hosted format runs remain recorded. Fresh hosted full format, Clippy, focused, Headless and all other aggregate gates remain required, followed by the final main-relative external review.
