P256 — rebased after P216 landed

Head b6ffe72d3b9eb896f52b37c567c384dce6ab3d3b, rebased onto captured main 26c083b39c5e193769d476b739480425f95e34e0 after batch43 landed. GitHub confirms ready and mergeable. No merge-main commit, installation, checker change, suppression or baseline change.

Ownership and reconciliation

  • Preserve main's phase declarations, flat MergedProblemOrder, withdrawal API, removed wording checks and moved commander services. Main's folded orders remain unplanned; the obsolete feature-side inherited-phase path was not restored.
  • WorkDispatch.publish owns checked assignment before startup; ReusedWorkDispatch shares publication without allocating another process. WheelSpin.enforce consumes these dispatches and sends the actual assigned order. The watcher still pairs through its existing caller identity.
  • Installed merges compose the existing merged and installed capabilities; they retain application evidence without restoring an original wrapper.
  • The proof reads CommanderContext for the selected root and invokes the existing CommsStandingRulesTool through it. It no longer imports rotate, which incoming P282 deletes. No deleted module or compatibility wrapper is restored.

Current-head results

  • Six requested suites plus the landed heartbeat suite: 56 passed, 0 failed, exit 0, 30.45 seconds; external timeout 300 and faulthandler active. One existing pytest warning: unknown config option timeout.
  • Source ratchet: exit 0, positive deltas {}, introduced findings {}.
  • Tools ratchet: exit 0, positive deltas {}, introduced findings {}. The separate older 8e0b5c61f command lost its shell exit receipt in the outage; that attempt was not replayed. These receipts are from the distinct rebased head.
  • Both comparisons pin the exact main and feature revisions above. No line-growth exception needed.
  • Refactor-audit AST loader: 388 production modules and 47 tool modules, no parse omissions. Updated owner/consumer census is p256-b43-source-after.txt, with earlier evidence in p256-batch41-source-{before,after}.txt; dynamic registration is not claimed statically resolved.
  • Current source's proof check command reads the retained actual native reply and prints 1.

Remaining acceptance

The last fresh real dispatch proof is historical: verification tree beeb75679639e478107804139318505a67545d40 returned 0 with configured SOL, checked native order, actual first reply, no duplicate on a second rotation and clean post-turn stop. It is not a fresh dispatch proof of this new head. No new unit was launched this turn; old UNKNOWN attempts remain untouched. Marked ready for review under the commander's explicit instruction4835. The affected post-rebase dispatch and merger-owned practice installation/live acceptance remain unfinished; review-ready is not live-accepted.

A separate existing context-relocation risk was reported to pi-cmd-tools: Pydantic model_copy(update={'root': ...}) preserves the private Comms bound to the old root. Read-only evidence confirmed the mismatch; no tool was invoked on the changed context. This proof's run creates and writes a fresh matching config rather than relocating an old one. pi-cmd-tools confirmed the source issue and reports pi-cn-phase5 accepted the repair; implementation/verification remain unfinished.

Full control-plane scheduling, decision-only delivery and preserved-hour parity are not established by these checks. Original task brief remains in PR history and the declared plan.

Assumed: the six previously selected suites remain the requested targeted validation; merger owns installation and installed-live acceptance. P295's stalled-holder repair remains with its existing implementation owner; this change does not claim to implement it.

Receipts: /home/ts/.cache/agent-scratch/pi-toad-viewport/p256-b43-*, earlier p256-ready-*, p256-b41-* and p256-batch41-source-*. Main's OrderEditCountRead and heartbeat worker changes were preserved; the old unjudged-tool import and deleted rotate module were not restored.

The installed folded-phase loss reported4850 contradicts main's unplanned-folded test that this rebase preserved. Repair requested from existing phase owner pi-plan-claims in4856; P256 does not modify FoldedProblemOrder. This attribution defect must not be mistaken for application acceptance.

Allocate the exact new feature lines: 201 for dispatch/task production code and 287 for its native proof. Structural findings were repaired separately. Use the existing per-commit source allocation mechanism; do not change the ratchet or baseline. Remove the superseded staging patch and correct the retained proof report.

Src-Budget: 488
MergedProblemOrder must not erase verified application work or invent it from an installed merge. Make completion a read-only order capability and let the retained original supply it through codec reconstruction. Phase identity remains with pi-plan-claims on P244.
Preserve the current source and tests unchanged for the next holder. Last recorded sanity batch: 42 passed, 2 failed; no tests rerun for this checkpoint.
