Closed with Core #2179 under order 43199. Core source/tools ratchets 0/0; focused progress checks 26 passed/14 failed. Current main could not read the selected fleet Todo schema; populated cards remain unverified. :77 belongs to P684, and its display was not taken over. No Toad automated tests, no provider input, no merge. Earlier empty-board screenshot was not acceptance; closed-task scratch and checkout were retired after active-process checks. Published branch remains.

Closed with Core #2179: current main rejects the copied real fleet Todo database, so populated commander cards were not verified. The :77 check could not start because P684 owns that active display; no takeover occurred. No merge, no Toad automated tests, no provider input or original-session changes. Prior 0-unit screenshot is not acceptance.
