ci: enable existing checks for dev pull requests

Enable the existing CI and config-lint suites for feature → dev PRs. Only the two pull_request.branches lists change; all push, version, tag and publication logic is byte-for-byte preserved.

Authorized by Brad's LOG-16 decision card 5463c7d5 (WFL PR-trigger scope). Base: d47a1e7. Local red: both existing filters exclude dev; green: both admit dev, with a byte-equality check after reversing those two replacements. git diff --check passed. Previous dev PRs cannot produce these runs because of those filters; new-head Actions are required and pending.

Risk: CI trigger configuration. No runtime behavior changes. Yomi review and completed bot dispositions required. Independent approving identity remains deferred by Brad; this PR is not merge-authorized. No production or release action.
