Summary

Preserve author-written release notes and add the public announcement composer with offline previews and draft review. This is the prerequisite for #1107.

Motivation

Release-note generation could rewrite reviewed copy. Announcement drafts also needed a clear preview and approval interface before connecting them to delivery.

What changed

  • Require exact PR release copy, validate impact labels and order authored bullets without Groq rewriting.
  • Add regression coverage for copy preservation, missing copy, backfill and failure before version-file changes.
  • Add the public browser composer, compact/full-screen previews, draft import and review controls, with Node contract checks.
  • Allowlist only the public admin assets; private authentication, credentials and hosting configuration remain ignored.
  • Document the complete two-PR rollout and testing paths.

Behavior & compatibility

No Android product code, APK version, notification delivery workflow or release publication workflow changes are included here. Sender integration and the Android implementation are in #1107; deploy the composer only after both PRs are merged. Documentation describes that complete stack. Existing release-copy markers and command entry points remain supported.

Impact

  • no-user-impact

Release copy

Changed

  • Require authored PR release copy and preserve its wording while ordering release notes; remove Groq rewriting.

Added

  • Add public announcement composition and offline preview tooling with draft review and contract tests.

Test plan

  • Test the prerequisite branch in isolation: 74 Python tests and 12 browser composer contract tests pass.
  • Verify this prerequisite contains no Android product-code changes or private admin files.
  • Verify the complete stacked tree matches the previously tested implementation exactly.
  • Remote CI, CodeRabbit findings and Sonar checks before merge.

Notes

Split from #1107 to fit the review file limit. Merge this prerequisite first, then retarget #1107 to master. No production deployment, release publication or notification delivery is part of this split.

    • Added an announcement dashboard with live previews, draft review, and controlled delivery.
    • Added an announcement preview with formatted content and release-specific actions.
  • Improvements
    • Release notes now use copy provided with each pull request, with separate developer and listener-facing sections.
    • Required release copy is checked before it is added to upcoming notes.
    • Release preparation no longer requires AI-generated copy or API credentials.
  • Documentation
    • Added guidance for announcement workflows, release copy, testing, and release validation.
📝 Summary

Walkthrough

The release tooling validates authored changelog and README copy, synchronizes that copy without AI generation, and uses it during release preparation. The admin panel adds an announcement composer with draft validation, preview, approval, and workflow dispatch, plus a renderer for announcement content and actions.

Changes

Authored release copy

Layer / File(s) Summary
Validate and store authored copy
.github/PULL_REQUEST_TEMPLATE.md, .github/scripts/update_changelog.py, .github/scripts/test_release_copy_validation.py, .github/scripts/test_update_changelog_copy.py
PRs require developer copy and, for user-impact labels, listener copy. Validation rejects missing or placeholder copy and requires one recognized impact label. The changelog script stores authored copy without generating replacement text.
Synchronize authored release notes
.github/scripts/update_changelog.py, .github/scripts/test_release_copy_validation.py, .github/scripts/test_update_changelog_copy.py
Synchronization sorts existing changelog entries and uses stored README copy. It excludes no-user-impact copy from README notes and reports eligible entries that lack stored copy.
Validate and prepare releases
.github/scripts/prepare_release.py, .github/workflows/release-copy.yml, .github/workflows/unit-tests.yml, docs/TESTING.md, scripts/README.md
Release preparation validates pending copy before appending PRs and no longer requires an API key. The version write now follows the skip-notify branch. The release-copy workflow validates PRs, and the documentation describes copy checks and release artifact validation.

Announcement composer and renderer

Layer / File(s) Summary
Render announcement content and actions
admin-panel/public/notifyappusers/announcements/*, .github/scripts/test_announcement_admin.cjs
The renderer builds formatted content using text nodes, applies profile settings, validates image URLs, and updates visible controls based on announcement and release fields. Tests cover supported formatting and unsafe links.
Plan, preview, and approve announcements
admin-panel/public/notifyappusers/dashboard.html, admin-panel/public/notifyappusers/dashboard.js, admin-panel/public/notifyappusers/composer.css, admin-panel/public/notifyappusers/preview.html, admin-panel/README.md, .gitignore, .github/workflows/unit-tests.yml, .github/scripts/test_announcement_admin.cjs, scripts/README.md
The dashboard validates and previews drafts, presents delivery details for review, and dispatches only an approved, unchanged draft with an admin token. It also supports preview import and export, local templates, and workflow history.

Release-copy validation can accept a PR with two impact labels. This is a bounded issue to fix before relying on the check, but it does not otherwise block merging.

Full details: Unresolved Review Threads

Explanation

An outstanding CodeRabbit finding remains unresolved: the Minor finding at .github/scripts/update_changelog.py lines 1103–1108 reports that duplicate impact labels are removed before counting. The supplied review context does not show this finding as fixed, resolved, or explicitly dismissed. The three earlier threads are marked resolved, but this current finding still blocks the check.

_normalize_user_impact to count recognized labels before deduplicating
