Summary

Make the two packages extracted from genagent/gen_agent (genagent/gen_agent#542) build and test on their own against published GenAgent packages.

Status: complete. Local gates pass; CI pending.

Changes

• structured/mix.exs: gen_agent ~> 0.11.0, and optional gen_agent_claude ~> 0.5.0 and gen_agent_codex ~> 0.8.0, from Hex instead of monorepo paths.
• delegation/mix.exs: the same published core and backends; gen_agent_structured as a path dependency on ../structured.
• Path references in READMEs, the plugin README and two build error messages change from extensions/delegation and integrations/structured to delegation and structured.
• Root README.md, LICENSE and .gitignore.
• CI: for each package on Elixir 1.19/OTP 27 and 1.20/OTP 29, run deps.get --check-locked, deps.unlock --check-unused, hex.audit, compile with warnings as errors, format check and tests; plus examples/check_profiles.exs for structured and the plugin export for delegation. These are the checks gen_agent's scripts/quality.sh ran for them.
