[PB-7048]: feat/filter the photos by device - #2282
Users with several devices backing up photos can now pick one of them from a filter in the Photos header ("All devices" by default). The filter only shows when there is more than one device. The page keeps a single layout whose content depends on the devices state: loading placeholder, error with retry, or the empty state when there are no devices. The photos themselves come in a later PR, so choosing a device does not change the content yet.
Unit tests have been written or updated as necessary.
The code adheres to the repository's coding standards.
Relevant documentation has been added or updated.
