chore(deps): bump the dev container Features and jdx/mise-action - #48

Feature lock digests via `devcontainer upgrade`: common-utils 2.7.1, docker-in-docker 4.1.3, github-cli 1.1.3, go 1.4.0, java 1.8.3, node 2.1.1. jdx/mise-action 4.3.0 -> 5.1.1; v5's one breaking change (a 24h minimum_release_age default) does not apply, since every step pins `version`.
