TRANSLATION.md glossary: add action = 动作 and operation = 操作, the term ruling the #347 pass applied to the whole zh-Hans corpus #375
Description
This is a follow-up from the #347 translation pass, which closed on 2026-10-28 when #374 merged as f574497.
What is missing
During batch 4 (#363), the seat ruled on two terms. action, the ObjectStack action (a button that runs something: record actions, bulk actions, the per-row actions menu, settings "Test actions"), is 动作. operation, along with a generic act, stays 操作. Every zh-Hans page on main now follows that ruling. Batches 5 and 7 corrected the pages that had landed earlier, and the glossary page uses ### 动作（Action） [#action].
docs/TRANSLATION.md → ## Glossary has a row for neither term. The next zh-Hans pass, or a refresh of a single page, has nothing to check against, so 操作 for action can drift back in.
The change
Add two rows to the glossary table:

The ja column follows the ja corpus on main today: アクション appears 6 times, 操作 7 times, and オペレーション 0 times. Confirm it with a grep before writing. Optionally, add one sentence under the table, in the style of the existing 仪表盘 note, that says what separates the two. This is a docs-only change to docs/TRANSLATION.md, and no translated page changes.
