Artifact linking needs consent from a current owner or verified coauthor for the exact review access and retention policy. Add a backend that signs session-bound policy previews and records one immutable consent receipt per intent. MongoDB transactions serialize confirmation with ownership changes, coauthor removal and account disablement; explicit retries preserve the receipt.
Validation: 12 local replica-set cases, 723 full-suite tests with 51 opt-in/environment-dependent cases pending, TypeScript and targeted lint pass. A new CI job runs the MongoDB concurrency/privacy cases and 100 receipt replays. The local replay median is 12.82 ms and p95 is 14.89 ms.
Stacked on #844. This backend is unwired: browser routes, CSRF checks, consent UI, binding exchange, receipt retention/export and activation remain separate work. Capabilities continue to advertise no available integration features.
