Merges #2125 (P233 Claude transport fixture owns its subscription) and #2117 (fresh native orders refuse soft wording before reservation) onto main caa65c2.
Fix on top: require_wording moves from PendingProblemOrder to CheckedProblemOrder, where edits, banned, report and run are all declared. TodoAssign.apply calls it on a PendingProblemOrder | MergedProblemOrder union, which was a new mypy union-attr error.
Local checks: ratchets src 0 / tools 0 against caa65c2; tests/test_commander_problem_orders.py + tests/test_turn_digests.py 98 passed, 1 failed (test_a_withdrawn_order_is_neither_open_nor_overdue_and_strikes_no_one, also failing on main).
